BACKGROUND AND EXPERIENCE
Ms. Lay’s practice focuses on providing counsel to the Long Beach Harbor Department to address legal challenges associated with Port of Long Beach planning and operations. Her work ranges from strategic advice on the development and implementation of environmental compliance programs and sustainability initiatives to regulatory compliance and permitting issues. Ms. Lay provides advice and counsel on matters involving air emissions, water discharges, waste disposal, worker health and safety concerns, and port and infrastructure development projects. Ms. Lay has successfully handled administrative and litigation matters involving a variety of environmental laws, including the Clean Water Act, storm water control regulations, the federal and California Superfund statutes, federal and California hazardous waste control laws, the California Coastal Act, the National Environmental Policy Act, and the California Environmental Quality Act. Ms. Lay also handles a variety of contractual and transactional issues.
PROFESSIONAL AFFLIATIONS
A member of the State Bar of California, Ms. Lay is also admitted to practice before all federal courts in the State of California, the U.S. Court of Appeals for the Ninth Circuit, and the Supreme Court of the United States.
EDUCATION
Ms. Lay earned a B.A. from the Princeton School of Public and International Affairs, cum laude, at Princeton University. She received a J.D., cum laude, from Southwestern Law School where she was an editor of the Law Review. Ms. Lay went on to obtain a LL.M. in Environmental Law from The George Washington University Law School.
