Background and Experience

Ms. Usoro advises the Parks, Recreation, and Marine Department and the Fleet Services Bureau on transactional matters. She also counsels City commissions including the Police Oversight Commission, the Ethics Commission, and the Commission for Women and Girls, among others. She also advises clients and public bodies on the Brown Act, the Public Records Act, and ethics.

Prior to joining the City Attorney’s office, Ms. Usoro was an associate at Liebert Cassidy Whitmore, where she represented public agency clients and provided advice and counsel on labor relations, employment matters, governance matters, conflicts of interest, and the Brown Act. She has also worked at the Office of the Senior Vice President and General Counsel at the George Washington University, where she provided legal advice and counsel to the University in all aspects of higher education law.

Professional Affiliations

Ms. Usoro is a member of the State Bar of California and the District of Columbia Bar. She also serves on the board of the Black Women Lawyers Association of Los Angeles, Inc.

Education

Ms. Usoro received a B.A. in Government and a B.A. in History from the University of Virginia. She received her J.D. from the George Washington University Law School, where she served as an articles editor on the Federal Communications Law Journal and was a Dean’s Fellow of Legal Research and Writing.
