General municipal and transactional law practice, including drafting and reviewing policy, assisting with responses to subpoenas, and providing advice regarding requests for records. Mr. Ben-Shmuel provides legal assistance to the Police Department, Fire Department, Office of Cannabis Oversight, and Department of Disaster Preparedness and Emergency Communications.
Background and Experience
Prior to joining the Office of the City Attorney, Mr. Ben-Shmuel was the Supervisory Attorney of the Federal Bureau of Prisons’ (BOP) Consolidated Legal Center in Los Angeles for 20 years. Mr. Ben-Shmuel and his staff provided advice, policy review, and representation to agency staff assigned to facilities in the Central District of California. Mr. Ben-Shmuel was also a Special Assistant United States Attorney with the U.S. Attorney’s Office’s Civil Division, directly representing the BOP and its employees in habeas proceedings, civil actions, and appeals. Before joining the BOP, Mr. Ben-Shmuel was in private practice for 11 years where his practice consisted mainly of civil litigation, with an emphasis on employment litigation defense.

Mr. Ben-Shmuel is admitted to practice in California, before the United States District Courts for the Central, Eastern, and Northern Districts of California, and the Ninth Circuit Court of Appeals.
Education
Mr. Ben-Shmuel received his Bachelor’s Degree in Political Science from the University of California, Los Angeles, and his law degree from the University of California, College of the Law, San Francisco (formerly U.C. Hastings College of the Law).
