Bid and Bidder Management System
All bidders are required to add their company to the bidder database in order to download a bid or RFP. Registered bidders will receive email notifications of contract opportunities based on the product/service categories they select. However, interested bidders are still encouraged to visit our web site on a regular basis. Add yourself to the City's bidder database.


Tip: There is a limit of 30 minutes to complete the registration process. It is suggested that you gather the information that you will need prior to starting the registration process. (Click here to view a sample of the first registration page.) It is recommended that you review the commodity codes as listed on BidsOnLine™ and write on a separate sheet the applicable commodity code descriptions to assist in adding yourself to the database. If you are running out of time, you should save your work. You can return at a later time to edit your bidder profile and add additional commodity codes. You can include two email addresses in the appropriate field by separating them with a semi-colon.

Small Business Certification
The City of Long Beach accepts the State of California's Department of General Services Small and Micro-Small Certification as part of the bidder's database registration. All small businessess are encouraged to register. Link to State Small Business Certification website.

Small Business Insurance
The City of Long Beach is pleased to announce an agreement with Driver Alliant Insurance Service to provide a low-cost insurance alternative aimed at assisting small business enterprises in meeting the City's insurance requirements for bidding on small, low risk projects for the City and Port of Long Beach.

Coverage is bound for City and Port projects only (not all work performed by the vendor/contractor). This program has low premiums, low deductibles and many pre-approved classes, which expedites contract issuance. If you are interested in participating in this program you must contact Driver Alliant directly. Link to information.

Small Business Bonding Assistance
The US Small Business Administration (SBA) can guarantee bonds for contracts up to $2 million, covering bid, performance and payment bonds for small and emerging contractors who cannot obtain surety bonds through regular commercial channels. Link to SBA Surety Bond Guarantee website.

BizConnect
The Long Beach Public Library has many programs and services to help businesses through the BizConnect Service. Many resources are available at the Main Library and online through the Virtual Library.

W-9 Form
All vendors that have received a purchase order from the City of Long Beach are now required to have a W-9 form on file with the Dept of Financial Management. Link to our instructions and to the IRS website for the form.

Accounts Payable Section
Vendors with questions about non-payment of invoices older than 30 days should contact our Accounts Payable Section.

Business License
The Long Beach Municipal Code (LBMC) requires all businesses operating in the City of Long Beach to pay a business license tax. In some cases the City may require a regulatory permit and/or evidence of a State or Federal license. Prior to issuing a business license, certain business types will require the business license application and/or business location to be reviewed by the Development Services, Fire, Health, and/or Police Departments. more

Gifts
The acceptance of gifts by City employees is prohibited by the Ethics Handbook guidelines. Suppliers are requested to cooperate in this regard by not making such offers to City employees.

  • To conduct ourselves with fairness and dignity, and to demand honesty and truth in the purchasing process.
  • To strive for greater knowledge of purchasing methods and of the materials we purchase.
  • To cooperate with all organizations and individuals involved in activities designed to enhance the development of the purchasing profession, remembering that our actions reflect on the entire purchasing profession
