LIVESCAN (FINGERPRINTING) FEES AND HOURS

The following applicants will be fingerprinted Monday through Friday (except holidays) between the hours of 8 a.m. and 4 p.m. No fees will be charged.

1. Police Department Employees
2. City Hall employees with access to PSIS/JDIC systems
3. Firefighters
4. Other applicants as authorized by the Records Division Administrator

City of Long Beach Business Licenses and Police Permits - Applicants who require a Police Department background investigation are fingerprinted on Tuesdays between 8:30 a.m. and 4:30 p.m. and on Thursdays between 1:00 p.m. and 4:30 p.m. The fee is $80. Please see "Business Licenses and Permits" below.

State Licenses (i.e. teachers, foster parents, real estate brokers/agents) - Applicants may be fingerprinted at the Long Beach Police Department by appointment only. Applicants should contact the Live Scan Office at (562) 570-5142 to schedule an appointment. You will be advised of the fees at that time.

BUSINESS LICENSES AND PERMITS

Prior to requesting a police permit and/or background investigation for a business license the following categories of businesses must apply for a business license at City Hall (333 West Ocean Boulevard, 4th floor). Once the appropriate fees have been paid, applicants may proceed to the Police Department for further processing.

All applicants must complete the "Police Department Request for Background Investigation" form, pay all required fees at the Business Desk and be fingerprinted. Applicants may then proceed as indicated below.

The following applicants should report to Vice Investigations/Special Permits on the 5th floor of the Police Department. For further information please contact (562) 570-7219, Monday through Friday between 8 a.m. and 5 p.m.

1. Towing companies on contract with the City
2. Tow truck drivers (employed by tow companies on contract with the City)
3. Taxi cab companies
4. Taxi cab drivers
5. Charitable solicitors
6. Selling clubs/coupon book sales
7. Curb painters, other than charitable organizations will also pay a permit fee of $125
8. Massage technicians
9. Adult entertainment venues
10. Entertainment permits
11. Amusements (including bowling alleys, public card rooms and pool/billiard halls)
12. Fortune tellers
13. Bingo

The following applicants must complete the Police Department "Notification of License or Permit Application" (form F-533). After paying the required fees at the Business Desk and being fingerprinted, applicants should report to the Burglary/Pawnshop Detail on the 3rd floor of the Police Department. *The initial fee for a Second Hand Dealer license will be $239 (DOJ application fee is $195, DOJ fingerprint fee is $32 and the City fee is $12). Each additional owner or business partner listed on the application form will be charged $44.

Miscellaneous Permits (Exceptions) - The following permit applicants do not require a Business License from City Hall.

Fundraisers and other Events - After paying the indicated fees the following applicants should proceed to Vice Investigations/Special Permits on the 5th floor of the Police Department. No fingerprinting is required. If you are uncertain as to the permits required, please contact (562) 570-7219.

BICYCLE LICENSE INFORMATION

Pursuant to City Council action earlier in 2011, effective immediately the City is no longer issuing bicycle licensess City Council adopted a new voluntary online bicycle registration process.

The online registry will allow residents and bicycle shops to register online, a visit to a fire station is NOT required. The registry also allows police departments in other cities to track down an owner of a bicycle from Long Beach, should the stolen bike be recovered. Finally, unlike the City's past registration process, a person may not re-register a bike (perhaps stolen) that has already been registered under a particular serial number, thus protecting an owner in the event their bike is stolen.
