Emergency Operations Commander


The Emergency Operations Division was established on January 18, 2008. This division was created by combining six unique sections with complimentary functions. The focus of the division is to improve homeland security preparedness, response, information sharing and communication within the City of Long Beach. The six sections and their missions are:

Communications – this section consists of the 911-call center and Police Department dispatch. Also included is the Tactical Dispatch and LARCOPP Support team.

Homeland Security – this section is responsible for coordinating all homeland security grant activities for the Police Department. Additionally, the section maintains are store CBRNE equipment for officers and provides training as needed.

Office of Counter Terrorism – OCT provides intelligence for the Police Department by maintaining partnerships with the FBI JTTF and the Los Angeles Joint Regional Intelligence Center. The team also supports local investigations by the Police Department when appropriate.

Port Security Unit – this section provides on the water law enforcement for the City and Port of Long Beach as well as patrols within the port complex in support of homeland security.

Airport Security Unit – this section is responsible for law enforcement and assisting security and TSA at the Long Beach Airport.

Transit Security Unit – this section supports Long Beach Transit through security and law enforcement services focused on buses and passengers.

The Emergency Operations Divisions goal is to increase safety in Long Beach and develop effective partnerships in order to prevent incidents. The most important partner is these efforts are the citizens of Long Beach – if you see suspicious activity within our community, please contact the Police Department.
