Robert Luman Jr.

Commander Luman joined the Long Beach Police Department in March of 1990.  For the last 18 years, he has served the City working in many capacities, within the Police Department and Community.  While doing so, he developed a broad perspective and knowledge base of not only the department’s policies and procedures, but also the organizational history and its vision for the future.  Commander Luman prides himself in his honesty, work ethic, and ability to work within the community he serves and the organization he supports.

Commander Luman’s police experience includes working in Patrol for over half his career as an Officer, Sergeant, Lieutenant, and now as a Commander.  With the exception of the time he has been assigned as Commander, a year working as the Community Policing Lieutenant, and a year as the K-9 Sergeant, his patrol assignments have been on Watch One (The Graveyard Shift). He worked in the Support Bureau as a Background Investigator. He also worked in the Investigations Bureau as a Detective in Violent Crimes, the Police Athletic League, Gang Enforcement, Narcotics Enforcement, and ultimately as the Administrative Sergeant to the Investigation’s Bureau Chief.  In addition to the above assignments, Commander Luman was fortunate enough to serve in the Office of the Chief of Police as an Internal Affairs Investigator.

Commander Luman has also worked in collateral assignments as a Field Training Officer (FTO), FTO Divisional Sergeant, and as an Academy Instructor in the areas of American Red Cross CPR, Long Beach Police Department’s Supervisor’s Course, K-9 Procedures, FTO Course, Patrol Procedures, Scenario Training, Community Oriented Public Safety, and Leadership Development.

Commander Luman is a member of the California Narcotics Officer’s Association, California Gang Officer’s Association, California Peace Officer’s Association, and an Associate Member of the Long Beach Police Officer’s Association.  He also participates as the Chair of the Weed Sub-Committee in the Federally acknowledged National Weed and Seed Neighborhood Improvement Strategy in the West Division.  He is the Chair of the West Division Leadership Forum and is a member of Epsilon Phi Tau (An academic organization, promoting scholastic excellence).

Commander Luman obtained his Bachelor’s of Science Degree from California State University Long Beach.  He is a Graduate of the Sherman Block’s Supervisory Leadership Institute (Through California State University of Long Beach) and a Graduate from the Delinquency Control Institute (University of Southern California).
