Elana Quinones

Administrator Elana Quinones joined the Department in 2000. She is currently the Administrator of the Forensic Science Services Division in command of the Evidence Control Section as well as the Crime Laboratory Section.

 

Administrator Quinones’s police experience started as a Criminalist I in 2000 and in 2003, she was promoted to Criminalist II. She was responsible for testing submitted urine and blood samples for alcohol and controlled substances. She was also responsible for testing submitted evidence samples for controlled substances and responding to crime scenes to collect and test biological evidence samples. In 2004 she was promoted to Supervising Criminalist and Quality Manager. As the Supervising Criminalist she was responsible for the daily operation of the Crime Laboratory, which included the following Details: Firearms, Controlled Substances, Toxicology, Photography, Latent Prints and Crime Scene Investigation. As the Quality Manager, she is responsible for overseeing the Crime Laboratory’s quality assurance program and maintaining compliance with the American Society of Crime Laboratory Directors Laboratory Accreditation Board’s (ASCLD-LAB) standards and criteria. She was promoted to Administrator in 2007.

 

Administrator Quinones is a current member of the following organizations: Association of Forensic Quality Assurance Managers (AFQAM), California Association of Criminalists (CAC), Southern California Forensic Quality Assurance Managers (SoCalFQAM), International Association for Identification (IAI), California Association of Crime Laboratory Directors (CACLD), and the American Academy of Forensic Sciences (AAFS).

 

Administrator Quinones was born in New York City, New York and raised in Agoura, California. She moved to Long Beach in 1992. She holds a Bachelor of Science Degree in Cellular and Molecular Biology and Genetics from California State University Long Beach and a Master of Science Degree in Criminalistics from California State University Los Angeles.
