On September 18, 2007, the Long Beach City Council passed an urgency ordinance relating to development activities in the Rancho Estates neighborhood. Residents had voiced concerns over remodels and additions not being consistent with the existing character of the neighborhood. The construction of second stories and demolition of existing dwellings were prohibited as a result of the interim ordinance. The purpose of the ordinance was to give the City time to evaluate the existing development standards. In order to gather input, a survey was circulated at a community meeting and online from November 2007 to February 2008.
