As part of a $65 million Ocean Boulevard construction project, a key interchange at the center of Terminal Island will be shut down from 7 p.m. Friday, October 21, until 5 a.m. Monday, October 24. Throughout the weekend, motorists and truckers will not be able to drive directly between downtown Long Beach and San Pedro.
The Ocean Boulevard and Terminal Island (47) Freeway interchange, which is used by an average of 50,000 drivers a day, will be closed for the weekend so that a detour road can be connected to Ocean Boulevard.
During the weekend interchange closure:
§ The only access to Total Terminals International’s container terminal and Pier T Avenue will be via the Gerald Desmond Bridge.
§ The only access to Yusen Terminal’s facility and New Dock Street will be via the Commodore Heim Bridge.
§ The only access to Sea Launch, Piers 300 and 400, the federal prison on Terminal Island, the Evergreen terminal, and Seaside Avenue in the Port of Los Angeles will be via the Vincent Thomas Bridge.
Leaving Terminal Island, motorists and truckers can only return in the same direction from which they came. They cannot continue across Terminal Island.
Once the weekend work is completed, Ocean Boulevard traffic will be re-routed to a newly built detour road. The detour is expected to continue for 12 to 16 months, while the new Ocean Boulevard and TI Freeway interchange is being built. The detour road will have only two eastbound lanes, one less than Ocean Boulevard, so motorists should expect some delays.
The Ocean Boulevard/Terminal Island Freeway interchange program, scheduled for completion in early 2007, aims to ease congestion and improve air quality by eliminating two Terminal Island traffic signals – at Ocean and the TI Freeway, and Ocean and Pier S Avenue. Ocean Boulevard will be raised nearly 20 feet so that east-west traffic can travel non-stop between the Gerald Desmond Bridge and Navy Way. Local access to Terminal Island facilities from Ocean Boulevard will be via on- and off-ramps.
The agencies involved in funding the project include the U.S. Department of Transportation, California Department of Transportation, the Metropolitan Transportation Authority, as well as the Port of Long Beach. The prime contractor is Ortiz Enterprises. The construction manager is Jacobs Engineering.
