  • The application period for the COVID-19 LB CARES Emergency Rental Assistance Program has closed. The Program materials became available online on June 29, 2020, and the last day for the submittal of applications, by postal mail, was July 27, 2020.

  • The City received more than 2,400 applications. However, based on funding availability, staff is currently processing only 1,770 that were selected through a lottery system. 

  • If any of those selected do not fully meet the program qualifications, then from the remaining applications that were received additional ones will be selected by lottery and processed.

  • The approval and send out of payments, which will go directly and only to property owners or landlords, is expected to begin in early September.


Background

The Long Beach CARES Emergency Rental Assistance (LB CARES) program was established to provide rental assistance grants to Long Beach households that are income-eligible and have been economically impacted during the COVID-19 pandemic through job loss, furlough, or reduction in hours or pay.

Administered by the City’s Development Services Department, LB CARES provides up to $1,000 per month of rental assistance payments for up to three months on behalf of qualifying Long Beach residents who have lost income due to COVID-19 and meet federal low-income requirements. The monthly assistance payments are provided directly to property owners or landlords on behalf of qualifying tenants and will be applicable to rent due during the eligible period from March 27, 2020, until the end of the City’s Safer at Home Health Order.

LB CARES is funded by a $3 million federal Community Development Block Grant Coronavirus (CDBG-CV) and $2 million in re-appropriated HOME Investment Partnership Program funds. Additionally, the Office of Los Angeles County Supervisor Janice Hahn has contributed $300,000 in funding for the program.

Application Information

Eligible households must meet all of the following criteria:

1. Renter(s) reside in single-family, multi-unit, or mobile homes located in the City of Long Beach.

2. Annual household income (prior to COVID-19 income loss) does not exceed the U.S.   Department of Housing and Urban Development (HUD) established "Moderate-Income" limits (See table below). Household  income eligibility is based on the following two (2) factors:

              a) The total number of persons residing in the household; and
              b) The total amount of the annual household income

3. Household has been economically impacted during the COVID-19 pandemic period beginning March 27, 2020 - to present. This includes loss of income due to job loss, lay-off, furlough, loss of business income, or COVID-19- related medical expenses.

4. There is a current residential lease or rental agreement with a bona fide landlord/property management company in place.

5. Household does not receive any other forms of rental assistance payments.

3. Complete the LB CARES Application.

  • To request a copy of the application by postal mail, please call (562) 570-3000 or email LBCares@longbeach.gov.

  • Paper applications can also be picked up in-person on Tuesdays and Thursdays from 9:00a.m.-11:00a.m., beginning June 30, 2020, until July 23, 2020, at Long Beach City Hall, 411 West Ocean Boulevard, Long Beach, CA 90802

4. Submit completed application package by postal mail beginning Monday, July 13, 2020, until the deadline on Monday, July 27, 2020, or by in-person drop-off by Thursday, July 23, 2020. 

  • Mailed applications must be addressed to Long Beach CARES Emergency Rental Assistance Program, 411 West Ocean Boulevard, 3rd Floor, Long Beach, CA 90802.

  • Application drop-off is available on Tuesdays and Thursdays only, from  9:00a.m.-11:00a.m., beginning July 14, 2020, until July 23, 2020, at Long Beach City Hall, 411 West Ocean Boulevard, Long Beach, CA 90802.

5. Await the lottery selection process.

  • All applications will be placed in a lottery pool. Approximately 1700 applications will be randomly selected in August 2020. City staff will then review the selected applications for completeness. Additional lottery drawings may occur to replace any incomplete or ineligible applications that were originally selected.

  • Applicants will be notified of their results as soon as possible by postal mail.

  • City staff will contact your building’s property owner/landlord for a W-9 form and Program Participation-Payment Acceptance Agreement.

6. After the lottery process.

Applications selected in the lottery will be reviewed to ensure they are eligible before tenants and property owners/landlords are notified by postal mail and email, if provided in application.

Once the application is determined to be eligible, then the property owners/landlords will also be sent a W-9 form and an Owner Participation form to submit in order to process the rental payments on the tenants’ behalf.
