Homeless Services Division

The Homeless Services Division is responsible for coordinating homeless services and addressing the impacts of homelessness citywide. Within the Department of Health and Human Services, this division provides oversight of the Long Beach Continuum of Care (CoC), a jurisdiction of homeless service providers, funded by the Federal Department of Housing and Urban Development (HUD).The Homeless Services Division administers grant funding for:

Continuum of Care (CoC - 16 Agencies)

Emergency Shelter Grant (ESG - 5 Agencies)

Social Service Grant (SSG - 27 Agencies)

Additionally, the Homeless Services Division operates the Multi-Service Center for the homeless, conducting street outreach, intake assessments, case management and housing placement services in coordination with 14 non-profit agencies that are located at one site.The Division hosts the annual Long Beach Connect event at the MSC, and conducts biannual homeless census, as required by HUD.The Homeless Services Officer represents the City of Long Beach at local, regional and national forums on the issue of homelessness.

The Multi-Service Center
The MSC is operated by the City of Long Beach, Department of Health and Human Services, with several co-located nonprofit agencies. The MSC is designed to provide one-stop access to resources for individuals and families experiencing homelessness within the City of Long Beach. The MSC serves as the point of entry for homeless services city-wide, providing a wide range of services from basic amenities of shower, laundry, mail and message center, to street outreach, van shuttle, transportation, childcare, medical care, mental health services, substance abuse treatment, HIV/AIDS, integrated case management, and housing coordination. The MSC mission is to provide comprehensive supportive services to promote progress towards permanent housing, self-sufficiency, by creating a community where health, safety, and well-being are established.

10-Year Plan to End Homeless in Long Beach

Every day in Long Beach, nearly 4,475 adults and children are homeless and hundreds more are on the verge of homelessness. On February 15, 2005 the Long Beach Homeless Services Advisory Committee presented a proposal for a strategic planning process to implement long-range, citywide planning dedicated to the issue of ending homelessness in Long Beach. Following the presentation, the City Council directed City Manager, Gerald R. Miller, to work with City staff and the community to create a process for developing this strategic plan.
