The purpose of the Medical Waste Program is to protect public health and the environment from exposure to medical waste. This is accomplished through activities such as compliance inspections, on-site medical waste treatment unit testing, surveillance, emergency response, complaint investigation, enforcement, education, and assistance to industry.

Specific questions about medical waste should be directed to the Environmental Health Bureau, Medical Waste Program at (562) 570-4147 or the State Department of Health Services (213) 897-7570.

The Medical Waste Management Act specifies that all of the following medical waste generators need to register and/or obtain a permit from the Local Enforcement Agency (LEA):

  • Large quantity medical waste generators (200 pounds or more per month) must register and obtain a permit.

  • Large quantity medical waste generators that treat medical waste on-site must register and obtain a permit.

  • A Common Storage Facility - a designated medical waste accumulation area used by two or more small quantity medical waste generators, otherwise operating independently, for the storage of untreated medical waste prior to collection by a registered hazardous waste transporter - must register and obtain a permit.

  • A medical waste generator or a parent organization that employs health care professionals who generate medical waste may apply for a Limited Quantity
    Hauling Exemption (LQHE).
