Allowances for Utilities and Other Services

In March 2013, the Housing Authority Commission approved the adoption of revisions to both the Standard Utility Allowance Schedules and the Energy Efficient Utility Allowance Schedules for new construction projects. These new schedules became effective April 2013 and can be found below.

The Standard Utility Allowance Schedules are used when calculating the tenant portion that each assisted household must pay for utilities and the Energy Efficient Utility Allowance Schedules are used to calculate the costs of tenant paid utilities in new residential construction projects that meet certain energy criteria.

The review and assessment of the utility allowance schedules was conducted by the Nelrod Company, which also worked with HUD in the development of the 2008 new guidelines and procedures for the utility allowance schedules that all Public Housing Agencies are to follow.
