The HACLB Housing Choice Voucher program assists over 6,000 families in the city of Long Beach. To meet the demand for housing we need good landlords and invite your participation.
Participants of the Housing Choice Voucher/Section 8 program typically pay between 30% - 40% of their adjusted income for rent while the housing authority via federal dollars from the Department of Housing and Urban Development (HUD) cover the difference between the approved contract rent and the tenant's rent payment. This guarantees that landlords will receive a portion of the rent on time each month.

The Housing Authority of the City of Long Beach participates in the HUD Small Area Demonstration Project that uses Fair Market Rents by Zip Code. The Payment Standards applied for the HACLB are equal to the Fair Market Rents and therefore these terms are used interchangeably.
- The 2014 Payment Standards will be applied to all new contracts for which Requests For Tenancy Approvals are received on or after March 1, 2014 and those new contracts with effective dates of April 1, 2014 and after.
- The 2014 Payment Standard will be applied to annual recertifications effective August 1, 2014 except where FMR has decreased. Note: Those FMRs that have decreased since last year are shaded and bold. Where they are bold the prior year's (2013) small FMRs/Payment Standards will be applied.
Approved contract rents are set based on fair market rents, comparable rent for similar unassisted units and affordability for the individual client. For Current Fair Market Rents, click here. The amounts reflected in the Fair Market Rent include a utility allowance.
As a property owner you are entitled to screen potential tenants and set rules and regulations that are in conformance with California Tenant Law. Ownership information is not required until a Housing Choice Voucher/Section 8 voucher holder attempts to rent your unit. You may advertise the listing by submitting it online here.
