The Homeless Services Division is responsible for coordinating homeless services and addressing the impacts of homelessness citywide. Located within the Department of Health and Human Services (Long Beach Health Department), this division provides oversight of the Long Beach Continuum of Care (CoC), a jurisdiction of homeless service providers funded by the United States Department of Housing and Urban Development (HUD). The Homeless Services Division administers funding for several grant programs; operates the Multi-Service Center for the Homeless (MSC), which provides outreach, intake assessments, case management and housing placement services; and conducts a biennial homeless count, Additionally, Homeless Services Division staff provides education, information and referrals to the community regarding homeless issues and concerns.

The MSC provides the following services to individuals and families experiencing homelessness: outreach services, intake and assessment services, case management, as well as referrals to shelters and other social service programs.
Long Beach Continuum of Care (CoC) - Since 1995, the Long Beach Health Department has led the Long Beach CoC, a local planning body funded by HUD that coordinates housing and services funding for homeless families and individuals. It is the second largest of the four CoCs serving the County of Los Angeles. Since its inception, funding for the Long Beach CoC has steadily increased; the 2010 CoC Homeless Assistance Programs award was $7.2 million.
The Multi-Service Center (MSC) - Operated by the Long Beach Health Department, in collaboration with several co-located nonprofit agencies, the MSC is designed to provide one-stop access to resources for individuals and families experiencing homelessness within the City of Long Beach. The MSC serves as the point of entry for homeless services city-wide, providing a wide range of services from basic amenities of shower, laundry, mail and message center, to street outreach, van shuttle, transportation, childcare, medical care, mental health services, substance abuse treatment, HIV/AIDS services, integrated case management, and housing coordination. The mission of the MSC is to provide comprehensive supportive services to promote progress towards permanent housing, self-sufficiency, by creating a community where health, safety, and well-being are established. Statistics and Performance
Homeless Count - The Long Beach Health Department conducts homeless enumerations every two years during the last Thursday of January. Collecting good data on the number, characteristics, and service needs of individuals, families, and unaccompanied children experiencing homelessness is a critical component of local homeless planning and program development. Accurate data helps the Long Beach CoC to understand changes in trends among homeless populations; adjust the types of programs and services available according to need and use resources as efficiently as possible; comply with reporting requirements; and measure community progress towards preventing and ending homelessness.

Everyone Counts! 2013 - The City of Long Beach, Department of Health and Human Services (Long Beach Health Department) conducted the sixth biennial homeless enumeration on January 24, 2013. The Long Beach Health Department deployed approximately 350 agency staff and volunteers to conduct the citywide street and service-based count process.
Homeless Management Information System - The Long Beach Homeless Management Information System (HMIS) is a computer application that records client-level information on the characteristics and service needs of homeless persons served by the Long Beach CoC. HMIS is a valuable resource because of its capacity to integrate and unduplicate data from homeless assistance and homeless prevention programs within the CoC. This technology helps the Long Beach CoC to improve service delivery, better understand homelessness, and evaluate the effectiveness of services.
