Every day in Long Beach, nearly 4,000 adults and children are homeless and hundreds more are on the verge of homelessness. The “10-Year Plan to End Homelessness” is part of a national movement to expand promising practices to end, not manage, homelessness.

In February 2005, the Long Beach City Council, in response to a federal call to action to end chronic homelessness in 10 years, directed the Department of Health and Human Services to undertake a communitywide planning process with the goal of developing a strategic plan to prevent and end homelessness. This initiative sought to expand the diversity of stakeholders committed to addressing homelessness, develop cost efficient ways through proven methods to prevent and end homelessness and utilize the momentum of the planning effort to take incremental steps that would prove sustainable in the long term. The Community Partnership to Prevent and End Homelessness (Community Partnership) planning process provides Long Beach a blueprint for future policy decisions.

Since September 2005, over 450 community members, including local business owners, concerned citizens, faith based organizations, service providers, and local government have worked diligently to develop the “5 Key Community Strategies.”

As a community, we will work together in partnership to ensure the well being of all homeless residents in Long Beach by overcoming and preventing the economic, social, philosophical, and systemic barriers that contribute to homelessness. This plan will provide an action blueprint of achievable objectives and action steps that when implemented will build community consensus and effectively prevent and end homelessness in Long Beach.
