The Comprehensive Annual Financial Report includes all funds and account groups of the City of Long Beach. The report also includes the funds and account groups relating to those agencies over which the City Council exercises control and appoints the voting majority of the governing board. The City of Long Beach provides a full range of municipal services, including police and fire, public health and environmental services, library, parks, recreation and related social services, engineering and public works, sanitation, general administration, planning and community development, public improvements, and gas, water, airport and towing services. The City operates a world-class international deep-water harbor, a nationally recognized convention center, several beaches and marinas. The City also administers oil extraction operations under a trust agreement with the State of California.
