General Information |
|
Charter Commissions: Charter mandated commissions (established by vote of the people) can only be established by a ballot measure in the form of a proposition, which will create the commission, number of members, duties length of service. Changes in membership, etc., can be done by another charter change. Appointments to the Citizen Police Complaint, Civil Service, Harbor, Planning, and Water charter commissions must be reviewed by the Personnel and Civil Service Committee prior to confirmation by the City Council. Persons recommended by the Mayor for these commissions must attend these interviews. |

Terms: Charter commission members may serve two full terms with no portion of an expired term counted as service of one term. |

Non-Charter Mandated Commissions: Established by ordinance. Any proposal to create or form any citizen advisory committee, commission, board, task force or other such entity shall not be submitted for consideration and final action by the Mayor and/or City Council until a fiscal impact analysis report has been prepared by the City Manager and reviewed by the Economic Development and Finance Committee. The fiscal impact analysis shall consist of a statement of the estimated fiscal impact and potential effect of the proposal on City revenues, and include a recommended appropriation ceiling to limit the total amount of City resources authorized. The Economic Development and Finance Committee shall hold a noticed public meeting to review the fiscal impact analysis report and submit its comments to the City Council to vote on the creation and proposed structure. Once approved by the full City Council, an ordinance is prepared by the City Attorney’s office. |

|
|
Terms: The term of office for non-charter mandated commissions shall be two years for members of each body. Members may be re-appointed after their initial term, but in no event shall any person who has served four consecutive two-year terms on the same body be eligible for reappointment to that body. Serving any portion of an unexpired term shall not be counted as service of one term. Terms of non-charter mandated commissions and boards end on the third Tuesday in June in even numbered years. |

Meetings – Brown Act: The Brown Act stipulates that all meetings must be open to the public. |
|
|
|
|
|
|
|
Reports: An annual written report of activities for the past year is required which includes objectives, number of meetings held, public hearings (if any), attendance records, City personnel who assisted, and a recommendation as to whether body should be abolished, modified or continues. |
|
|
|
|
|
|
|
Applications: A City of Long Beach application must be submitted. Applications and more information can be obtained by calling the Mayor’s office at (562) 570-6801, at the City Clerk’s office, councilmebers office or online at www.longbeach.gov. The members of each body must reside in the City at the time of appointment and must maintain residence within the City at all times during their service on the advisory body. |

|
Selection Process: The Mayor makes recommendations based on qualifications and community service experience; an interview may be scheduled. Approval of recommendations is required by a majority of the City Council at a council meeting. |
|
|
|
|
|
|
|
Statement of Economic Interest – Form 700: In compliance with state law, appointees to commissions are required to file a Statement of Economic Interests Form (Form 700) upon appointment, and annually thereafter. Applicants and incumbents are advised that they may be requested to make information available as to any potential conflict of interest arising from their business or affiliations where that affiliation or business may be doing business with the City of Long Beach or the decisions made by the City of Long Beach may influence that business or affiliation. |

LONG BEACH MUNICIPAL CODE - CODE OF ETHICS (Chapter 2.07) |
|
Prior to assuming office or employment, every City employee, elected City official, City commission, committee or board member shall pledge, in writing, to follow the principles outlined in the Code of Ethics while acting in their official capacity: |

|
|
|
|
Vacancies: Appointments to fill vacancies on advisory bodies shall be handled in the same manner as original appointments. When a vacancy occurs during a term, the appointment to fill such vacancy shall be for the unexpired portion of the term. |
|
|
|
|
|
|
|
Removal: Members of each body may be removed by a majority vote of all members of the City Council for the following causes:
Absence from three (3) consecutive meetings without official permission expressed in the official minutes;
Incompetence, malfeasance, misfeasance, neglect of duty, or conviction of a crime involving moral turpitude;
Refusal to resign from an advisory body when no longer a resident of the City. |
