The Citizen Police Complaint Commission (CPCC) was created by the vote of the electorate of the City of Long Beach in 1990. That vote amended the City Charter and established an independent investigative commission to receive, administer and investigate allegations of police misconduct, with emphasis on excessive force, false arrest and complaints of racial or sexual implications.
