Harbor Occupational Center Harbor Occupational Center (HOC), San Pedro Skills Center (SPSC) and Wilmington Skills Center (WSC) are full-time Regional Occupational Centers operated by the Los Angeles Unified School District, Division of Adult and Career Education. The centers are accredited by the Western Association of Schools and Colleges and provide short-term career technical training and job placement assistance. English as a Second Language (ESL), Math and English skills remediation, General Educational Development (GED) and high school diploma classes are also available.
