| ELIGIBLE TRAINING PROVIDER LIST (ETPL) | The Eligible Training Provider List (ETPL) is a publicly available statewide list of training providers whose programs have demonstrated qualifications necessary to receive WIA Title I-B adult and dislocated worker training funds. Most importantly, the ETPL empowers individuals to select training that best suits their career objectives.
How does it Work? With the assistance of our knowledgeable staff, customers determined eligible to receive training assistance, select ETPL programs based on individual employment planning and labor market demand.
How do Training Providers Apply? Currently, thousands of training providers and their programs are available on the ETPL. If you are a provider and are interested in being listed on the ETPL you will need to complete items 1-3 below and submit them to: Workforce Development Bureau Attn: Quality Assurance Unit 3447 Atlantic Ave. Long Beach, CA 90807
1. Training Provider Applications and Instructions The Training Provider Application form is used to collect data on a provider to determine eligibility for listing on the ETPL. It is only necessary to apply to one local workforce investment area to get on the ETPL. Subsequent to that, training providers will need to reapply at the end of the initial 18 months. (The application documents are live links at the end of the instructions, and can be filled out in Microsoft Word and printed or you can print the document and fill it out by hand)
2. Training Program Application , Community College Training Program Application , and Instructions The Training Program Application is used to collect data required to determine the eligibility of a program for listing on the ETPL. (Can be filled out in Microsoft Word and printed or you can print the document and fill it out by hand)
For each unique program of training services, a provider must submit a separate Training Program Application form in order to have that specific program listed on the ETPL. A program of training services is defined as:
One or more courses or classes that upon successful completion lead to:
- A certificate, an associate degree, baccalaureate degree, or
- A competency or skill recognized by employers, or
- A training regiment that provides individuals with additional skills or competencies generally recognized by employers, and
A program of training services is considered unique if any of the following five factors differ from one program to the next based on its: 1. Goals 2. Geographical location 3. Curriculum, or 4. Mode of delivery (e.g. classroom, internet, correspondence). 5. Supporting Documents
3. Submit Supporting Documentation Training providers must submit the following documentation with their Training Provider and Program Applications:
1. Certificate of Accreditation or Approval (if applicable)
2. Instructor's Certification
3. Current catalog with a tuition price list(s)
4. Grievance Procedure (if not included in catalog)
5. Insurance Certificates: · General Liability Insurance $500,000 (minimum) · Auto Liability Insurance $500,000 (minimum)
6. Complete authorized signature form listing names/signatures of those persons authorized to execute agreements, contracts, modifications, fiscal statements, and other official documents for Training Provider.
7. Letter explaining how you will collect and report the data required for subsequent eligibility determination.
