The Nonprofit Assistance Program provides 0%-interest loans ranging from $5,000 to $25,000 to nonprofit agencies providing a public service to Long Beach residents. The funds must be used for improvements to the agency’s building premises. Repayment of the loan is deferred and ultimately forgiven if the building is occupied by the nonprofit agency for the loan term. This program has assisted local nonprofit agencies to replace or refurbish deteriorated roofs, lobbies, office areas and kitchens; repaint or restucco exteriors; and install handicapped-accessible restrooms, ramps and entrances.
The Nonprofit Assistance Program (NAP) is available to owners of buildings and facilities occupied by nonprofit agencies that provide a public service to Long Beach residents. The building or facility must be located within the jurisdictional boundaries of the City of Long Beach. A public service is defined as an activity that provides a community benefit or service to the general public or to a specifically defined limited clientele.
NAP will provide forgivable loans at 0% interest to rehabilitate, reconfigure, convert, and/or improve the facilities used by public service agencies to deliver services. The minimum loan amount is $5,000; the maximum loan amount is $25,000. Loan recipients will be required to financially participate in the assisted project by providing a cash match equal to 5% of the total amount of project costs.
Eligible applicants will be required to comply with applicable building, fire, safety, health, and zoning regulations of the City of Long Beach. Applicants requiring special operating licenses or permits for program operation will be required to furnish proof of valid issuance prior to the award of funds. No funds will be awarded to applicants who do not comply with property use regulations, zoning regulations, business license requirements, or other City standards. Additionally, irrespective of funding awards, no funds will be allocated to properties having unsatisfied liens or delinquent property taxes. Loan funds must first be used to correct code violations prior to being applied to other improvements. Exterior improvements, improvements required for compliance with the Americans with Disabilities Act (ADA), and improvements to correct health, fire, and safety code violations, and nonprofit agencies that provide services to the senior population will be given preference in the review process.
LOAN TERMS
Repayment of the loan will be deferred and eventually forgiven if the building or facility is occupied by a qualifying nonprofit agency for the entire term of the loan. Owners of buildings or facilities occupied by qualifying agencies must agree to enter into a lease with the agency for the term of the loan. Eligible applications will be reviewed and ranked by the Community Development Advisory Commission (CDAC). CDAC will recommend funding awards based on the merits of the application and the availability of fiscal resources.
