AIDS Housing

Since the early 1990s, HUD has funded the Housing Opportunities for People with AIDS (HOPWA) to assist households where one or more people are HIV+ or have AIDS. HACLB currently receives HOPWA funds to operate two housing programs:

  1. The HOPWA Tenant-Based Rental Assistance Program is modeled after HUD's Section 8 Housing Choice Voucher Program and follows the same rules.

  1. The HOPWA Short-Term Assistance Program (STAP) provides periodic grants to help very low-income tenants catch-up with rent and utility payments and pay moving expenses.

Two HOPWA Housing Case Managers assist very low-income tenants with their housing needs, weekdays between 8:00 a.m. and 5:00 p.m.
